I'm not sure why but when I right click on a package and left on compile, it appears to compile correctly.
However the icon for the package appears as a 'Valid Object Compiled Without Debug' instead of the 'Package - Spec and Body Compiled with Debug'.
I have checked the settings that the 'Default to "Compile with Debug" ' is ticked.
Can anyone help here?

I ran the Spool SQL option and indeed it does NOT have the DEBUG between COMPILE SPECIFICATION or COMPILE BODY.
I also checked the SB packages filter and "Skip check for debug info" is not checked.
Does anybody have any other options here as this is still not working for me for some reason.

I contacted one of our DBA's and he confirmed that the DEBUG CONNECT SESSION is not assigned on our production server which is where I was trying to run this.
Apparently it can be potentially resource intensive which he doesn't we should be doing on the production server.
Although not the answer I was hoping for it is certainly the answer as to why I can't get it to work. Certainly not a TOAD issue.
